Answer
A new click is only recorded per browser session in order to keep the click count more accurate.

So if you had already clicked on it then it would not record it.

If you closed and reopened your browser, or if your session had expired after 1 hour of inactivity, then it would record a new click.

The only way to accurately test is to send live traffic coming from unique IPs across a variety of computers.
